The planned partner workflow would create a passport at intake and carry vaccination, treatment, and condition records through a shelter stay.

A future partner release may hand a pet's passport to the adopter through a reviewed ownership-transfer flow.

Current installs do not create shelter commissions. If a referral program reopens, PetLife will publish the reviewed terms before enrollment.
